This study examines the process by which a non-traditional urban leisure facility developed into a symbol of Keelung's identity shared by both Japanese and Taiwanese residents. Operating over a period of approximately forty years of the fifty-year colonial rule, Dashawan provides a valuable case for observing how such a space functioned and was transformed across historical stages. Sea bathing at Dashawan was initially established in 1903 as a private, non-governmental enterprise serving Japanese elites in Taiwan. The beach had previously functioned as a place where fishermen made their livelihoods and as a historic battlefield associated with the Sino-French War (1884-1885). Managed by local hotel owners and modeled on leisure practices from Japan, the facility provided a "civilized" leisure space for Japanese elites in Taiwan who were unaccustomed to Taiwan's climate. Although there were no formal restrictions based on ethnicity at that time, sea bathing facilities throughout Taiwan, including Dashawan, were used predominantly by Japanese residents. The facility also served as a site connecting influential figures from Keelung and Taipei, where the Governor-General of Taiwan was based. Subsequently, the beach was taken over in 1910 by the Keelung Public Welfare Association 基隆公益社, a local elite-led organization composed primarily of Japanese residents along with a small number of influential Taiwanese figures. The association opened Dashawan to the public, thereby allowing Taiwanese residents to participate in leisure activities there. Japanese residents remained the primary users, and early Taiwanese participants were mainly from elite groups who maintained close ties with the colonial administration and were often educated in traditional sinological learning. Their experiences are reflected in classical-style poems composed during group excursions. However, there is little evidence to suggest that these Taiwanese elites engaged in shared beach activities with Japanese users. From the mid-1920s, under policies that promoted physical education, the beach became both a popular leisure site associated with aspirations toward modern civilization and a space to promote physical fitness, particularly through school-based swimming programs held each summer. This development was partly influenced by contemporary "scientific" concerns among Japanese settlers that Taiwan's tropical climate might negatively affect children's physical development. At the same time, the beach functioned as a space where collective experiences were shared among the residents of Keelung through school programs, athletic competitions, and seaside festivals. Following Keelung's elevation to city status in 1924, the beach was taken over by the municipal government and reorganized in 1926 as a public facility. In 1927, Asahigaoka 旭ヶ丘 ("Sunrise Hill"), located to the north of Dashawan, was selected as one of the "Eight Views of Taiwan" 台湾八景 representing Keelung, and Dashawan was subsequently incorporated into the city's tourism landscape. Notably, while Japanese elementary school students had participated in such activities since the early 1920s, Taiwanese students did not do so until the mid-1920s, reflecting disparities in access and policy implementation. During the 1930s, Taiwanese students educated under the Japanese system were trained in swimming and sea bathing as part of the health-oriented physical education promoted by the government. At the same time, Taiwanese writers articulated their own interpretations of modern leisure and coastal culture, emphasizing an emerging identity that framed Taiwanese people as inhabitants of an island society closely connected to the sea, in which sea bathing came to be recognized as part of everyday life. In this context, Dashawan also functioned as a space for interaction between civilians and the military, as seen, for example, in events such as boat races. However, available sources suggest that the participants were primarily groups affiliated with Japanese companies and students from Japanese schools. Even during the wartime period after 1937, when many leisure facilities had to close down, Dashawan continued to operate under the banner of "improving the physical fitness of the populace," and swimming competitions and recreational activities were maintained until 1944. By examining Dashawan, this study demonstrates how a colonial leisure space evolved into a multifunctional urban institution that shaped collective memory, social relations, and urban identity in Keelung.
