They led rapid search-and-rescue operations with aerial surveys, drones and inter-county teams, restoring 92% of water and 99.7% of electricity within hours. The NT$28.55 billion plan addressed housing, infrastructure, and economic recovery. The Tzu Chi Foundation, a private organization, complemented these efforts by providing meals, bedding, and emergency funds, and by constructing 144 transitional housing units for displaced residents in partnership with the governments.
