It employed a case study approach to illustrate how opinion polling techniques—often celebrated for their democratic contributions—were also adapted for use in authoritarian regimes. Furthermore, this study situated opinion polling in Taiwan within the broader context of global media history under the Cold War order. Previous studies have provided only general overviews of opinion polling in Taiwan, briefly addressing the pre-democratization era before the 1980s and treating it merely as a preliminary phase before full-fledged development. In contrast, this study focused on the role of the Chinese Institute of Public Opinion (CIPO), which was established in 1958; it analyzed historical materials, including official documents and the CIPO’s publications. The CIPO had two main objectives: to respect public opinion and promote anti-Communist propaganda. The logic of public relations enabled pursuing both objectives simultaneously. Collaborating closely with George Gallup, the CIPO adapted polling techniques introduced from the United States during the Cold War to portray Taiwan as a “democratic” alternative to mainland China. These efforts projected stable governance by incorporating public sentiment without resorting to extreme measures. After the 1970s, the “Republic of China” faced growing crises of legitimacy both domestically and internationally. In response, the regime attempted to demonstrate the existence of a “silent majority” through opinion surveys.
