While retaining the benefits of private involvement, there is an urgent need to reconstruct a sustainable system; proposals include securing human resources and increasing active intervention by professional probation officers. Conversely, Taiwanʼs system relies on professional officers as primary practitioners. However, the system is in a state of dysfunction due to overwhelming caseloads and administrative burdens, undermining the intended support-oriented treatment. This paper compares these contrasting systems to analyze their respective crises. The analysis reveals that in Taiwan, effective support from private resources is hindered by heavy surveillance obligations associated with rehabilitative measures and insufficient coordination. Heeding Taiwanʼs lessons, Japan must be cautious about relying on professional intervention to solve manpower shortages. In conclusion, a redefinition of roles for both public and private sectors is indispensable to maximize their respective strengths. Ultimately, truly sustainable recidivism prevention requires social reintegration centered on support rather than surveillance.
